The inclusion of students with disabilities in regular education goes beyond guaranteeing enrollment and requires effective conditions for permanence, participation, and learning. In this context, this article aims to analyze the main challenges to the effective inclusion of students with disabilities in regular education, considering aspects related to public policies, teacher training, accessibility, assistive technologies, and school culture. This is a qualitative, bibliographic, and documentary study, developed through the analysis of books, scientific articles, and official documents related to special education from an inclusive perspective. The results show that the main challenges are concentrated in the gap between legal guidelines and the actual conditions of schools, shortcomings in teacher training, accessibility barriers, and the persistence of attitudinal barriers. It was also found that these factors are interrelated and that resources such as Specialized Educational Assistance and assistive technologies provide better conditions for participation when articulated with pedagogical planning and students' needs. It is concluded that the effective implementation of school inclusion depends on integrated action among public authorities, school management, teachers, specialized professionals, students, and families. The study contributes by systematizing the challenges of inclusion into interdependent dimensions, demonstrating that building an inclusive school requires continuous institutional actions that go beyond formal access to regular education.
