Abstract

Objective: To compare the resources allocated in the SESA budget for the Polo Hospitals, according to the current resource allocation criteria and, according to the proposed index, to verify if there was equity in the distribution of resources. Method: It was analyzed the cost centers and the main hospital indicators of efficiency and hospital performance, from 2011 to 2015. The data were provided by the Secretary of Health of the State of Ceará; treated and calculated the averages of the final unit costs and the hospital rates of each hospital, corresponding to the study period, then developed the index and simulated the application in the hospitals involved in the research. Results: An index was developed and applied that showed of the 12 hospitals selected, 6 were considered efficient, being entitled to the additional resource. Conclusion: In order to have efficiency and equity in the allocation of health resources in HPAS, a pass-through policy is required to stimulate the adoption of strategic management techniques that take into account hospital efficiency indicators.
