Analyzing the Interplay Between School Mobility and Equity in Learning

Abstract

The mobility of students between public schools, driven by socioeconomic, familial, and geographic factors, represents a challenge to the continuity of teaching and learning. The lack of curricular uniformity among institutions can create gaps in the development of essential competencies, affecting school performance, particularly for students in vulnerable situations. In this context, the implementation of a reference curriculum emerges as a central strategy to ensure minimum quality standards, promote pedagogical cohesion, and guarantee learning rights, contributing to the reduction of educational inequalities. This article examines the theoretical and legal foundations of a common curriculum, considering the National Common Curricular Base (BNCC), the National Curricular Guidelines (DCNs), and principles of democratizing knowledge. It discusses implementation experiences in municipal networks such as Pires Ferreira and Sobral in Ceará, and São Paulo and Jundiaí in São Paulo, highlighting challenges related to continuous teacher training, articulation between the core and diversified parts of the curriculum, and systematic assessment of learning. The analysis shows that effective implementation of a reference curriculum requires coordination between public policies, school management, and contextualized pedagogical practices. Results indicate that consolidating a reference curriculum does not imply homogenization of pedagogical practices, but the establishment of a public commitment to all students’ learning, respecting local specificities and strengthening the pedagogical identity of networks. When strategically implemented and supported by continuous monitoring and evaluation, the common curriculum serves as an essential instrument to promote equity, educational quality, and continuity, ensuring meaningful, contextualized, and socially relevant learning for all students.
